He works with governments, regulators, investors, pharmaceutical and biotechnology companies, providers, and payers to strengthen the ecosystems required to bring healthcare innovation from research to patients.
His experience covers pharmaceutical strategy, regulatory-system development, local manufacturing and localization, market access, pricing and reimbursement, healthcare investment, and innovation adoption. He has supported the development of regulatory and policy frameworks for advanced therapies, including stem-cell and gene therapies, as well as precision medicine and real-world evidence. He has also led assessments of pharmaceutical regulatory functions, clinical-trial oversight, laboratory capabilities, supply-chain traceability, manufacturing incentives, investment barriers, and institutional readiness.
Through this work, Harmandeep has developed a practical understanding of how regulation, financing, technology partnerships, local capabilities, commercialization pathways, and healthcare delivery systems must align to scale biologics and other clinical innovations.
